Summary: The 8(a) program name is from Section 8(a) of the Small Business Act. The Act, as amended by Congress, created the 8(a) program so the U.S. Small Business Administration (SBA) could help small companies owned and operated by socially and economically disadvantaged persons develop their businesses.
One of the business development tools of the 8(a) program is the award of Federal contracts. Under the program, SBA acts as a prime contractor and enters into contracts with other Federal Government departments and agencies. In its role as a prime contractor, SBA awards subcontracts for their performance by certified companies.

- 8(a) Offering letter should be sent to SBA via E-mail todcofferletters@sba.gov.
- 8(a) Offering letter should include the agency contact person's name, telephone, E-mail address and FAX.
- Include a Statement of Work (SOW) with 8(a) offering letter.

Summary: This contract for the U.S. Army Aviation and Missile Command (AMCOM) Expedited Professional & Engineering Support Services (EXPRESS) uses a blanket purchase agreement to provide advisory and assistance services to AMCOM and its customers with Federal Supply Schedule contractors in accordance with Federal Acquisition Regulation. This contract also provides technical support for Aviation and Missile Research, Development and Engineering Center (AMRDEC), the Program Executive Offices (PEO) and allies for fielded Army aviation and missile systems.
